The simulation will not work if you create the rotation region while you are editing flow simulation parameters. Just figured out that when combine fails for no apparent reason - there are no errors in geometry check, the solids are overlapped or sharing faces etc. - intersect makes the trick in some cases . Just don't check any section to remove and it'll make the combined body.
